Release of Canton 3.5.19

Canton 3.5.19 has been released on September 23, 2026.

Summary

This is a maintenance release that brings improvements to CantonBFT.

Raised some log thresholds around epoch/topology transition to INFO to troubleshoot issues with the orderer not being able to make progress in some scenarios.
Fixed an OutputModule memory leak caused by abandoned block state during recovery and view changes.
Fixed race conditions in the creation of P2P connections that could lead to warnings and P2P connection management misbehavior.
Limit how many commit certificates are sent in a single retransmission message to avoid exceeding the maximum message size.

Bump AWS SDK version to 2.55.2 to address a security vulnerability in a dependency
