# Canton Improvement Proposals (CIPs)

Canton Improvement Proposals (CIPs) are the governance mechanism for the Global Synchronizer. A CIP is discussed on the [cip-discuss](https://lists.sync.global/g/cip-discuss) mailing list, voted on by the Super Validator node operators, and announced on [cip-announce](https://lists.sync.global/g/cip-announce) once approved. The canonical text of every CIP lives in the [canton-foundation/cips](https://github.com/canton-foundation/cips) repository.

  **Approved does not always mean live.** Under the CIP process (CIP-0000), an approved CIP that needs no on-chain steps becomes **Active** immediately. One that changes on-chain behavior becomes **Final** only after two-thirds of Super Validators adopt it on-chain, through an on-chain vote or by upgrading to a software version that implements it. ### CIP-0120: Traffic-Based Validator Rewards and Confirming Validator Incentives

### CIP-0119: Free Canton Coin Transfer-Preapproval Base Duration

This introduced a bootstrapping problem: Most exchanges only support sending Canton Coin to parties that have preapprovals enabled. But enabling preapprovals requires paying a CC fee for their expiry duration. This CIP solves this bootstrapping problem by introducing a free base duration for preapprovals (defaulting to 90 days), which allows creating and renewing a preapproval using just traffic costs including using the free base traffic rate.

### CIP-0117: Logical Synchronizers

Logical Synchronizers provide an abstraction layer between physical synchronizer nodes and the Validators that rely on them. This abstraction allows the Validator node to connect to a single synchronization service, even as the underlying synchronizer nodes (the "physical" synchronizers) change their deployment and adopt new communication protocols. This CIP proposes that the Global Synchronizer adopt Logical Synchronizers, and use Logical Synchronizers for future protocol upgrades. This will allow Validator nodes to maintain a continuous synchronizer connection as the physical synchronizer nodes upgrade from one protocol version to another, and to retain all local history. This proposal establishes a time-bound Super Validator (SV) program to encourage the formation and growth of Digital Asset Treasury companies (DATs) that provide investor access to Canton Coin (CC) and commit to long-term CC ownership.

A DAT is an operating company whose primary purpose is to acquire, accumulate, and hold CC as a treasury asset while offering third parties structured access to CC exposure. DATs that accumulate and hold CC over multi-year periods provide durable ecosystem value and may earn SV rewards based on verifiable, consistent CC holdings.

### CIP-0111: Process for Reducing Super Validator Weight

The CIP outlines the process by which the network reduces the weight of a Super Validator (“SV”) under certain circumstances.  The process includes (i) a review of the circumstances associated with the SV, (ii) an off-chain governance procedure, and (iii) a corresponding on-chain vote and configuration change.

A “Ghost SV” refers to an SV in the process of completing milestones associated with an allocation of weight.  While operating as a Ghost SV, unminted rewards associated with its total potential weight accrue in escrow.  The process introduced in this CIP also addresses how to calculate and "burn” any unminted rewards associated with Ghost SV weight that have been reduced while preserving unminted rewards in escrow for Ghost SVs in good standing.

This removes the need for app builders to create `FeaturedAppActivityMarker`s in all the right places, and instead measures the *actual burn* contributed by *all activity* of an app provider party by default.

Using the dApp API, users can access any application with a validator and signing provider of their choice. In this model, dApp clients operate in conjunction with **Wallets**, which implement the dApp API, are trusted by the user, and enforce authorization to guard against malicious requests from untrusted dApps.

The design emphasizes a **minimal, interoperable surface** with strict, unambiguous semantics for requests, responses, and errors, while remaining flexible enough to support diverse Wallet architectures and deployment models.

As a result, any dApp client can seamlessly interoperate with any Wallet.

It also allows weighting certain some parties higher, e.g., because they have been shown to contribute significantly to the success of the network, or have committed to do so.

The delegate then submits those actions to the ledger.

This CIP proposes the following changes to on-chain voting:

a) votes on config changes will change individual (or a few) config values, and not the whole set of configurations;

b) vote proposals will have an expiration date, after which if not enough votes have been submitted, they will be auto-rejected;

c) votes on a proposal may be changed until the vote proposal becomes effective;

d) votes will be early-rejected upon 2/3 majority of reject votes;

e) vote requests can be labeled as "immediate effectivity", meaning they will automatically get accepted and take effect immediately as soon as 2/3 of the Super Validator nodes vote in favor.

This proposal calls for a network-wide adoption of a formal backup and backup verification method of the network. The goal is to incentivise Super Validator nodes to  maintain full, cold backups of the network’s historical state—from the network’s inception to the present. By ensuring these offline backups, the Canton Network will bolster its resilience, uphold decentralization, and guarantee data immutability. In return, nodes that comply will receive enhanced rewards (an extra bonus of approximately 20–30%, or a +1 weight adjustment on their existing reward scheme). Additionally, this proposal highlights the need for a future standardized backup procedure and a formal verification mechanism to ensure that claimed backups are complete and secure.

To make the change persist in both the current configuration, as well as the future steps of the issuance curve, the same value will be set in all "future values" fields, as detailed below.
